Terrazzo is one of the easiest floors to restore. Grinding and polishing bring decades-old terrazzo back to a like-new finish for about $2.50 to $20 per square foot. Replacement costs $75 to $140 per square foot plus tear-out, and rarely makes sense unless the slab has failed.

The short answer
Almost always restore. Terrazzo grinds back to look new, so replacing it rarely makes sense.
Terrazzo was built to last generations. Dull, yellowed, or chipped floors in schools, lobbies, and corridors can almost always be ground and polished back. Tiling over it costs more, makes more waste, and hides a floor that would have lasted. Restoration fits a summer break or overnight hours; replacement doesn't.
Disruption
Restore: lobbies in stages, overnight or on weekends, and schools over the summer, hallway by hallway. Replace: demolition, disposal, and installation, with tear-out alone often $3,500 to $12,000 on a commercial floor and corridors closed for weeks.
